In 2019, six public collectivities in the territory, the Metropole Rouen Normandie, the City of Rouen, the Normandy Region, the Département of the Seine-Maritime, the Département of the Eure and the Agglomeration Community Seine-Eure, formed an association to support Rouen’s candidature to be named European Capital of Culture in 2028.
